Position Summary:

As a member of the Planning and Growth team, the Administrative Assistant (Safety Codes Technician) provides level I technical support regarding Safety Code activities and applications in support of the municipality’s overall operations and development. This includes, but is not limited to managing the processing and recording of all Safety Code permits, keeping data records of all activities relating to construction covered under the Safety Codes Act, organizing next day inspections, issue Safety Code related permits, preparation of building permit release packages, and ensuring high quality customer service with regards to permits to all internal and external stakeholders.

Key Accountabilities:

  • Provides administrative support in the implementation and continuous improvement of:

Building permit-related activities: preparation of building permit release packages, completes applications to process, records using C-DAS system; issues permits where authorized; ensures applications are complete and meet requirements of the Act; collaborates with Development Team to assist administrative staff regarding safety codes permits to ensure consistent effective processes; manages the processing and recording of all safety code permits;

Coordinating inspections:

Organizes safety codes inspections, assigns and schedules plan reviews and inspections, maintains performance standards; checks results to ensure prompt high-quality service; ensures copies of permits are available for inspection agencies on a daily basis and that database records are provided to and received from inspection agencies on a weekly basis;

Customer service and support:

Provides exceptional customer service to clients; maintains professionalism by providing best practice recommendations and solutions to both internal and external clients; provides educational resources to clients, ensuring resources are available at the front desk; follows up with clients; works with inspection agencies to ensure adequate staffing coverage during holidays, illness, etc.

  • This position is responsible for the life safety of all buildings through compliance monitoring in accordance with the Safety Codes Act, the Alberta Building Code and the City’s Quality Management Plan.
  • Works alongside the Safety Codes Technician and Chief Building Safety Codes Officer in a mentoring arrangement to develop a technical skillset.
  • Works with Safety Codes inspection agencies to ensure adequate staffing coverage during holidays, sickness, etc., when required and under the supervision of Sr. Manager, Planning and Growth and the Chief Building Safety Codes Officer.
  • Represents the City externally; acts as the liaison to industry and members of the public.
  • Appropriate and responsible use of confidential information; maintains confidentiality and security of all information related to the City.
  • Ensures a safe and healthy work environment for staff, visitors, the community and stakeholders, e.g., participates in workplace safety initiatives, participate in formal and informal worksite safety and environment inspections and audits, ensures compliance with the City’s Health and Safety Management System, reports and assists in the analysis of near misses or incidents.
  • Participates as a member of the Chestermere Emergency Response team in preparing and enabling the community to respond in the event of a local or regional disaster.

Required Education and Experience:

  • 1-3 years Administrative experience and Construction knowledge.
  • 1-3 years of related and progressive experience in the construction industry including land development in a municipal environment.

Required Certifications and/or Documentation:

  • Valid Class 5 Alberta Driver’s License and Drive’s Abstract deemed satisfactory by the City.
  • Criminal Record Check deemed satisfactory by the City.
  • Construction Management diploma or any other Construction Science related diploma is considered an asset.

  • Demonstrated interpersonal skills to deal with applicants, government agencies, developers, contractors, suppliers, and the general public, both in person and on the phone.
  • Strong attention to detail, legibility, accuracy, and timeliness of activities.
  • Strong organizational skills, time management, writing, and computer-related technical skills.
  • Ability to work on a team to ensure coordinated processing, control and follow-up on permit applications.
  • Competency in reviewing applications for completeness and compliance with permit bylaw, Quality Management Plan, and National Building Code – Alberta Edition 2019.
  • Ability to adhere to frequent deadlines.
  • Ability to deal with public in a positive, facilitative and pleasant manner.
  • Proficient in MS Office (Outlook, Word, Excel, Power Point, and Access).
